LEED-CS applies to only new commercial and high-rise residential buildings, and it is not applicable in cases where the owner controls both the core and shell

and the interior elements of a building. Reflecting the responsibilities of the typical speculative developer, LEED-CS addresses primarily site selection, the building’s structure and envelope, and its building-level systems. It also considers provisions for the tenant fit-out to reduce operational energy use, to optimize the use of daylight and views, and to prevent contamination from indoor pollutants.
