Vol. 11, No. 5). A new tool kit, just released by the USGBC State and Local Government Committee, is a valuable resource for those initiating their own green building programs.

The 64-page manual includes an introduction to the USGBC, a snapshot of existing state and local green building programs, and advice on how go about establishing a new one. The authors address such considerations as creating a context of sustainable development and assessing local opportunities and barriers. The bulk of the manual focuses on the LEED™ Rating System, including case studies in which the system has enhanced existing programs or seeded new ones. The section on LEED also includes a discussion of how to modify the rating system for local or regional applications. A resource list ends the manual by pointing readers toward particular federal, state, and municipal programs.
